County boards of developmental disabilities use assessment tools to get to know you, what support you might need, and what support you might be able to access. Below are some frequently asked questions about Medicaid and local levy funding. 

Q. Does Medicaid pay 100% of the costs of covered provider services?

A. No. Medicaid is a federal program that pays only 63% of the amount that providers receive. Another government entity pays the remaining 37%.

Q. Who pays the remaining 37% Medicaid match?

A. If a person served has a State Funded waiver, the Ohio Department of Developmental Disabilities pays the full amount due for Medicaid match.

Q. Who pays for the match if a person has a waiver that is not state funded?

A. The Carroll County Board of DD pays the 37% Medicaid match. The full amount due to the providers is paid by the state. The state then bills Carroll CBDD for the match and we must pay that amount.

Q. Where does the money come from that Carroll CBDD uses to pay the match?

A. The money comes from LEVY FUNDS based on levies passed in prior years.

Q. Where does the money come from to pay for services to persons without waivers?

A. The money comes from levy funds.

Q. Who pays for Early Intervention services?

A. Early Intervention services are offered to eligible children in Carroll County at no cost. Carroll CBDD pays for 100% of that cost.

Q. Where does the money come from that Carroll CBDD uses to pay for Early Intervention services?

A. The money comes from levy funds.

Q. Does the Ohio Department of Education (ODE) pay for all costs of operating Carroll Hills School?

A. The ODE pays 18% of the school costs and local school districts reimburse for 14% of school costs.

Q. Where does the money come from to pay for the remaining 68% of school costs?

A.  The money comes from levy funds.
