Carroll Hills School Restart Plan

Introduction

On March 16, 2020, the preschool and school programs of the Carroll County Board of Developmental Disabilities (CCBDD), transitioned from in-class services to virtual, distance learning due to the COVID-19 Pandemic and orders of the Ohio Health Director and Governor.  Students nor staff attended Carroll Hills School for the remainder of the school year.  Distance learning took place and looked different for each student.  School staff participated in multiple trainings and professional development until the end of the 2019-2020 school year. 

Effective the week of August 24, 2020, school staff will resume for the 2020-2021 school year.  On August 26th, school age students will start, and on September 2nd, preschool students will begin.  A School Calendar and a Preschool Calendar is attached at the end of this document.  Please note that at this time: all open houses, school home visits, and field trips have been cancelled until further notice.  The school-age classes will not enroll more than eight students at time, with a possibility of a ninth student pending a waiver.  The preschool classes will enroll no more than eight students at a time.  The all-day preschool class will open as a half-day program until further notice. 

The Carroll Hills Elementary Classroom that is housed at Carrollton Elementary will follow the calendar and restart guidelines of Carrollton Elementary.   

In the event there is a new wave of confirmed cases of the virus or a particular class has an overwhelming number of students or staff quarantined, it is always possible that school may be closed with minimum advance notice and all services will again become virtual.  We encourage all staff, students and families to maintain personal “back-up” plans in the event circumstances change.  We will continue to keep in contact and take advice from the Carroll County General Health District (Health Department).

General Guidelines

Opt Out Option for Students

If students/ family members chose to opt out of in-class sessions, please notify administration at Carroll Hills School immediately at 330-627-7651.  For those students, teachers and other staff will shift to a “coaching” model, where staff will “coach” students or family members on different activities that can be done at home to advance learning remotely. 

Protocol when Positive COVID-19 Test or “Contact”

We will follow the recommendation and guidelines from the Carroll County General Health District (County Health Department) on a case-by-case basis.  Please remember, if at any time the virus numbers get out of control, or by orders from Health Officials, we may be forced to close at any time.  Please have a backup plan in place.  This goes for students and staff, please stay home if experiencing sickness or COVID-19 symptoms. 

Isolation Area   

An isolation area in one of the school locker rooms will be available for any student that is ill that is waiting for parent pick-up.

Face Coverings

Students will not be required to wear a face covering.  If a parent/guardian wants them too, the staff will work with that student and monitor that they are wearing it as much as possible.  Our students at Carroll Hills have unique medical and sensory needs and masks will be a hindrance to their learning environment and well-being.  All staff and visitors will wear a face covering (mask/face shield) at all times, unless it is medically necessary to not wear a face covering. 

Social Distancing

Social distancing measures will be taken and followed as much as possible.  Signs will be posted around school and staff will be mindful and encourage students of this as much as possible.  We are limiting the number of students in classrooms and in some classes, a 50% reduction of number of students will be seen.  For staff, only one teacher and as many aides as necessary indicated by the students IEPS will be in each classroom.   

Visitors 

Only necessary visitors will be accepted at this time.  Observers, vendors, and not essential visitors will be asked to call or setup a virtual meeting.  Visitors will have temperature taken and will not be permitted if it is over 100 degrees, and they will need to wear a mask/face covering.  They will be provided one if they do not have one.   

Transportation

Specific transportation guidelines will appear later in this document.  In general, only one student per seat in a bus and each student’s temperature will be taken before entering the bus.  Parents/guardians dropping off and picking up students will drop off students in a car line, they will not leave their vehicle.    

Drinking Fountains  

Drinking fountains will be turned off until further notice. 

School Supplies

Students will not be bringing school supplies.  The school will continue to provide a clear backpack and will provide needed supplies.  Students will only be required to bring an extra change of clothes that will be placed in a Ziploc bag and stored at the school.  Students will also need to bring in needed medical, feeding, and changing supplies as needed.

School Activity Cancellations

*All school field trips are cancelled until further notice. 

*As of now, older students who go into the community for work and job training will not be leaving the school building.  A plan will be developed for this as soon as possible and will be distributed to those students/families impacted. 

*School programs, celebrations, concerts and programs are also cancelled until further notice.  There will be no open house and classroom visits before school starts.  Parents will be given information to meet staff and see classroom by appointment before school starts.

Staff Guidelines

*Temperature will be taken upon arrival at school each day.  If temperature is over 100 degrees, they may not proceed further into the building.  They will be given chance to re-take temp in 5 minutes to see if temp has lowered. 

*Facemask and/or face shields have been provided and available to staff.  All staff will wear them and must provide a reason (i.e. medical) to the County Board Superintendent if they do not wear them.

*Staff will be told and encouraged to stay home if not feeling well or experiencing COVID- 19 symptoms.

*All Staff will be assigned from Administration and Maintenance Departments a cleaning schedule/routine and expectations to clean and sanitize areas throughout the day.

Carroll Hills Preschool

Class Format

Preschool classes at the CCBDD Carroll Hills School will restart in September.  Preschool will start with a staggered start with half of the students coming on Wednesday, September 2nd and the other half on Thursday, September 3rd.  Regular schedule will resume on Tuesday, September 8th.  Families will be individually contacted about class placement, teacher, and start date.  There will be no preschool on Fridays this year.  Preschool will be Monday-Thursdays.  The all-day PreK class will be half day AM/PM format to start this school year.  If that changes, parents will be given advance notice.

The preschool classes will continue to be AM/PM format.  The classes will continue to have inclusive enrollment including students with and without disabilities.  Per the Governor’s guidance to allow for greater social/physical distancing, the class size will be reduced from 16 to 8 students per class.           

Bus Transportation

If a student has an IEP, they qualify for transportation to and from school on the CCBDD school buses.  School vans will not be used unless in emergency situations in order to keep proper social distancing.  Last year, the CCBDD started to transport our students without disabilities (classmates/typicals) to and from school.  This year that will not be possible due to keeping numbers low on the bus.  We will just be transporting those students with disabilities on IEPs.  If this happens to change throughout the school year, we will let parents know of that option. 

Prior to stepping on the bus, the bus aide will take the child’s temperature with a no-touch thermometer.  If the child’s temperature is over 100 degrees, he/she will not be able to ride the bus or attend school.  Each student will be given a sanitizing wipe or hand sanitizer to use before sitting on the bus. 

The first student on will sit in the back of the bus and we will occupy the bus from the back to the front to minimize students walking past each other in such a close distance.  The only exception to this will be those students needing the built-in car seats which are located at the front of the bus.  Students coming from a bus will be dismissed into the school by classroom to minimize traffic in hallways.  Same thing for departure to the bus. 

Students will sit one student per seat (unless they are siblings or live together, then they can share a seat).  The number of students on our CCBDD school buses will be lower than typical public school routes since our services are provided door-to-door and we have less students.  The bus aide and driver will be wearing a face covering at all times. (Unless staff have a medical excuse).  School staff will be required to sanitize the bus after and in between routes every day.

Parent Transportation

If a parent/guardian transports the student, they will not be permitted to park and bring student to the door like in years past.  Parents will not be permitted to enter the building.  A drop-off and pick-up line will be implemented.  Staff will direct traffic and staff will get the student from the parent and escort them into the building to their classroom. 

The student’s temperature will be taken before leaving the parent/guardian vehicle.  If the temperature is over 100 degrees, they will not be permitted in the school.  The parent/guardian will not leave the vehicle unless to just unbuckle or buckle in the student.  The staff member will just be able to open the door, they are not able to get student in and out of their car seat or buckle. 

Pickup will run similar in that the student will be delivered to the car.  More information will be sent to parents closer to school starting about these procedures.  Parents, make sure that the list of appropriate individuals that are permitted to pick up your child is updated because a form of ID will be asked to be shown before we dismiss your child with someone.

School Day Procedures

If you are picking up your student early or dropping off late, you need to call the school and you will be met at the door.  The fewer number of people that enter our building, the safer and more sanitized the school will be. 

Face Coverings

Sanitizing will be an important aspect of daily routines.  Hand sanitizer will be widely available throughout the school, including entrances and each classroom.  Children and staff will be required to wash and sanitize their hands frequently. 

Classroom materials that cannot be washed, will not be used.  Items like dress-up clothes will not be used.

Classrooms, furniture, materials and buses will also be sanitized on a regular basis.  Maintenance personnel, teachers, aides, bus drivers, and other staff will all be responsible for sanitizing on a regular basis.  Parents/ family members are encouraged to practice and teach proper handwashing (at least 20 seconds).

Health/Sickness

If you have any questions about sickness, symptoms, or school policy regarding health and sickness or COVID-19, please call the school at 330-627-7651 and talk to the school nurse.

*Staff in each preschool classroom will consist of 1 teacher and 1 aide plus additional staff that is required for student needs such as aide services required in an IEP.

*The hour between the AM/PM classes, extensive cleaning will be done by designated staff.  *Class materials will be switched out or sanitized before new students arrive. 

*Each class has its own sink and access to soap and water, and hand sanitizer.

*Coats and book bags will be stored in a cubby or locker that is assigned to that student.  They will also be separated to not touch another student’s space. 

*Each class will have a snack.  This will be offered as a “center activity” and only have 2-3 students eat at one time and sanitize area before next group of students eat. No preschool classes will be serving lunch this school year.   

*Two of the three classes have bathrooms in the classrooms.  No more than 2 people allowed in restroom at same time.  The other class will use the restroom located in the main hall of the building, occupancy restrictions of 2 students at a time will also be followed.

*Social distancing will be practiced by spacing out on the carpet as much as possible, spreading out chairs around the table, walking with a rope to ensure social distancing, etc.

*Outside playground will be used when available, only 1 class per time and will be sanitized between uses.  Same guidelines apply to use of the gym.   

*Again, no school supplies will be needed.  Please keep toys and extra things at home and keep book bag for just essentials (i.e. personal supplies, and daily communication folder).

Carroll Hills School-Age

Class Format

School-age classes at the CCBDD Carroll Hills School will restart in August.  Student’s first day will be Wednesday, August 26th.

The students will attend all day Monday-Fridays.  The classes will have no more than 8 or 9 students per class.  Each class is expected to have 1 teacher and 1 classroom aide, and additional staff depending on requirements for individual students IEPs. 

Schedules will be provided for use of other common areas of the building such as the cafeteria, gymnasium, outdoor play areas, etc.              

Bus Transportation
